Inivalid Page format

Its been about a month since I updated my groups, and when I did, I got a invalid page format message.  I was running 2.5.14.  I updated it to 2.5.21 but the problem is still there.  I have not made any changes since I last synchronized.  
When I click Start, it says Authorization started, then says Error: Invalid page format.
Any ideas?  The skip authorization setting does not help.
