OK, I'm new to PG Offline.
3.0.067 crashes when getting messages. Sometimes it will crash after only 16 or so, other times after a couple of hundred.
Have tried it on 3 pcs, all XP PRO (SP3 & SP2). All new installs, no previous versions loaded.
Installed 3.0.051 on 2 PCs and they worked fine.
I didn't capture any specific error data, sorry.

OK WIlson,
Reinstalled 3.0.067 on 2 pcs and got it to crash on both. One of these brings up Visual Studio Debugger, which I don't know howto drive. So I can't help with that one. The second PC brings up the standard error reporting screen...see image

I had virus & firewall protection disabled during testing.

Do you use Windows Update at all? Its quite useful for maintaining the currency of your Windows system.
Both the errors you report are em.. historical.
The mscomctl.ocx error has a hotfix from Microsoft:

I don't normally install the frequent barrage of MS hotfixes on my test PC as it is not online. I only went online to test PGO and download the newsgroup messages.
This is the only application that is crashing on this PC. Everything else appears stable. CPU-3GHz with 1G Ram. Only other apps running are apache/mysql/php for website development.
I would have thought that the need for an updated version of the comon control would have been included in the PGO install package.
Ayway...updated using the links provided. I am still getting a crash (not all the time, some groups download OK, some fail after a handfull of messges downloaded.).
