Title: Skip Authorization

In 2.5.41 Skip Authorization is turned off permanently, but PGO is still skipping authorization - the problem seems to be intermittent.

Yes, but if I don't get it to you tonght then it may be a few days... We are hurricane dodging at the momen! It looks like it may go to Louisiana - but If it shfts just a little to the east - then it will be heading straight for us. We're still gonna get a lot of nasty weather, so I'm getting prepared for the worst and hoping for the best.
