If I want to use PGOffline on my desktop as well as on my laptop, must I buy two licenses?

The licence is per user, not per seat so you can have a registration code for any PC you own.
In short, you only need to pay once.

Whats the procedure to register PG Offline on my 2nd PC? Do I use the Register feature or ReRegister, and do I need to send you the hardrive ID of my 2nd PC?
