Began to get this message with Windows 10 "creator" update (yesterday for me)
Looks like PhantomJS is failing to connect? After it fails (trying many ports), it leaves a dead PhantomJS, for each group that it tried to refresh, in the task manager.
I allowed through in the firewall, tested with the firewall off as well.
FWIW Running it in Compatibility mode (Windows 7) seems to work for me.

Interesting that it runs in Win7 compatibility mode.
