How about having PGO download in reverse order? From the newest to the oldest. That way you get the new messages first. Since you'd have new messages, have PGO download in reverse order to get the new messages, when it gets to the messages that you've already downloaded PGO could jump to the earliest message number and continue downloaded. Not sure if that's even feasible, though.
