Hi,
PG Offline 2.0.156 is now available. It has the 'Favourites' and download delay as described previously. To set your download speed go to File-->Options-->Miscellaneous.
Check the box marked 'Enable download speed limit' and set your desired speed. Maybe 60 to begin with.
If you already have a version of PGO installed get the patch:
