i just downloaded build 821 last week, i tried every day with no luck.
i read wilson suggested to install fiddler, but stil no luck. Messages only about login.yahoo.com repeated.
when first install fiddler there was a warning message on right box about Https decrypt not installed. I Clicked to activate Https decrypt, and install the certificate.
I back to PGO offline and clicked list button, voila!!! it started.

ps: when running 821 instaler there is no message about dot net 4.5.2 required. i know about it when try instaled build 813. i download and instaled manually.

Thanks for that heads up on the problem with Https decrypt.
I think dot net is included with r821 so there won't be an error for that but I will double check it with the developer.
